	To return the Governmental House of the people back to the public, the project aims at creating both public and private opportunities to activate the campus. The project inverts the current condition instead of an isolated inward-looking jewel, the State House Campus turns outwards beckoning the public to explore what is rightfully their space, within.

	Mission Statement
The Rhode Island State House, completed in 1904 and functioning primarily as the workplace for the legislative members of the state, would benefit from strategic interventions benefiting local communities, thus highlighting this majestic structure as the House of the People. The proposed intervention celebrates the diversity of Rhode Island by focusing on the culture of food.

While prioritizing responsible stewardship of public land by introducing agricultural use, the concept creates a network of spaces that repair the urban fabric and consequently enhance the area’s overall quality. 

In addition, a new wing along the perimeter of the State House grounds offers space for educational functions, a food market and community gardens in support of the citizens and the State’s effort to promote healthy nutrition.

	Mission Statement

Inspired by Cory Booker, who said “Young adults deserve a
government that represents their interests, which is why we are calling for the
creation of a Presidential Youth Council”, this proposal focuses on the youth
of Rhode Island.



The State House will serve as a center to realize both
physical and spiritual well-being for its citizens. The addition of a sports
venue will address the community’s fitness needs, and the creation of an educational
and arts center will allow young minds to flourish.

	Mission Statement

The project is based on the urban green system
and relationship between local health and the context of the RI state house,
developing the idea of Rhode Island's Health Equity Zone (HEZ), introducing
medical plantation (both local and Chinese herbs) as the main intervention proposal, which
could be shared and enjoyed by the public later. Meanwhile, it might provide
the opportunity of engaging public into the current isolated and
‘serious-looking’ context of the statehouse, and breaking down some inner part
of the building also might benefit the staff working inside.

	The project would be basically based on a
greenhouse system with medical planting area and a botanical garden, a café
(teahouse), the educational area as well as a market selling medical products
and seeds, and also a museum for the extension of visiting and educating purpose,
to provide a chance for getting closer to the local planting history and the
healthy knowledge related to herbs. They would achieve fresh and pleasant
journey by rediscovering the healthy lifestyle and a new inspiring experience
at the core of the state.

Focusing on the spatial configuration with
specific programs, the large sheet of glass would cover almost all the
experience, providing protection and a holistic perception for the context when
keeping the transparency at the same time. The main circulation would start from the southwest entrance, coming down to the statehouse area through the new
welcoming topology which is also friendly for the disabled. Another entrance
would erect on the existing stair system of the statehouse and extend to the
roof area. 
People would experience different extents of green as soon as they
get close to the site: the clear green by seeing through the glass façade, and
translucent green when looking into the café, also the overlapping green when
seeing the courtyard inside the greenhouse. There is an indoor courtyard as a
part of the café to get the views from the downtown, and also an outdoor
courtyard as a gathering space for the greenhouse interactions. People would
also have the opportunity to get onto the 2nd floor panel and
walking around to get a whole view of the planting area, coming down or
continuing the journey to the educational area on the northeast part of the 1st
floor, which is connected with the medical producing area. The farming vehicle
would come from the northeast entrance and go through the tunnel and finally to
the planting area. In addition, the sub level museum is a deeper exploration of
the knowledge and education for the local health context, the axis on the south
corridor forms the main journey inside, also people would have a chance passing
by the chamber as the lecture hall. The centered room is considered as a seed
vault, keeping the most precious seeds to achieve life continued in case
anything happened. &#38;nbsp;
Hoping this project would celebrate the
green, from individual to urban, from present to future.

	Mission Statement

At a time when public trust in government, including at state and local levels is falling towards historic lows, the Rhode Island State House - the People's House - must become an incubator of healthy public/legislative relationships. The Meeting Room acts as the new "core of spontaneous collaboration;" a public center of information and communication, with the aim to better connect citizens to their legislators.

	The revitalization strategy involves the following: (1) an addition of a public-facing, amenity-rich bridge and intervention into the west wing of the State House to create spaces which anticipate and accommodate the needs of public visitors. (2) Renovations to the existing offices to create more efficient work areas and allow space to carve out a dynamic core of flexible meeting rooms;(3) an improved user experience to offer clear and direct information regarding meeting times and locations; (4) the creation of a central atrium lined with meeting spaces which offers visible access into state legislature; (5) and the addition of a rooftop café and Charter Museum offers space to reflect; a new addition offers an updated experience of the State House building and casual, communal spaces to the public.

	Mission Statement

The Rhode Island State House constructed on top of Smith Hill exerts great power – omni-visible, yet isolated from its peoples and the surrounding urban fabric.

Initiating and fostering interactions between visitors to the State House, members of the legislature, people living in the surrounding neighborhoods and the people of Rhode Island would end this isolation by activating the southern State House grounds between the Providence train station and the massive plinth from which the State House rises.


A recreation area designed for all year use and embedded into the park-like setting of the State Capriol grounds invites visitors to slow down, to gather, to rest or to be active, and to connect with nature. Beyond this area, at the foot of the plinth and adjacent to the impressive steps leading up to the State House entrance, the massive, marble clad walls of the plinths are broken open to allow entrance into the exhibition Passage through History utilizing the vast, currently underutilized spaces of the sub-basement, thus creating a connection between the present and the past.

	Passage through History depicting the complex past of Providence and the State of Rhode Island, articulating the mechanics of governance, discussing the socio-cultural diversities of the State’s people, and addressing the failures regarding justice, social equity and inclusion is proposed as a didactic, immersive exhibition, accessible to all. Space is provided for temporary exhibitions by students and contemporary artists whose work is rooted in the fabric of Rhode Island.

	Standing in what used to be the cove, the Rhode Island State House has been isolated from the city by dividing elements of the urban fabric in Providence. With the projection of the inner program and installations to the exterior, along the east-west axis, the cultural center breaks through some of these elements with the intention of bringing people closer to the building. The project proposes a recreational and educational program in the building, returning some of the role that the cove used to play in Providence's social life as a gathering location.

	Located in the sub-basement and part of the basement, it stretches along the east-west axis
and extends the State House’s boundaries into both directions.

					Its centerpiece is a theater/music hall in the eastern wing whose stage can open to an outside
lawn during the summer months, to reach additional segments of the public during
performances. Spaces for a permanent collection of art, temporary exhibitions and
performances, as well as an archive and education spaces will occupy the central and western
parts of the basement.

	To the west, stone paving extends across the sunken courtyard, through a wide passage under
Francis Street, into a new sunken courtyard with a restaurant as an anchor. A wide flank of
stairs links it to the plaza fronting the Veterans Memorial Auditorium and the Renaissance
Hotel, thus linking them to the State House Cultural Center. Arcades along the northern edge of
the new sunken courtyard and along the western and northern edge of the existing sunken
courtyard front offices for nonprofit organizations and government needs. Two well-lighted
glass entry pavilions to the theater and exhibition wings flanking the monumental stair
approach to the State House announce palpably the presence of The State House Cultural
Center to the public.

	The State Name Change

In 2020, in the early days of the COVID pandemic and ongoing
social justice demonstrations, the citizens of Rhode Island voted to change the
official state name by eliminating “and Providence Plantations”. &#38;nbsp;While it has been easily removed from stationery
and flexible signage, for instance, it is deeply embedded in the State Seal in prominent
locations throughout the State House. The State created a Working Group that is
evaluating how to best approach the updates throughout the Capitol and other State
buildings. In the interim, the students were urged by Governor McKee and guided
by Representative Williams, to develop proposals that modify and interpret the
tangible remainders of the original name and its legacy.

	Proposal 01 - Traces
In this exploration, the original state name/seal will leave
 “traces”. They are intended to prompt questions
and conversations around the history and future of the State of Rhode Island
and the process of the name change. 
The text that shows “and Providence Plantations” would
simply be re-typed in a sewn manner which would allow the name change to be
prominent forever. Those viewing the seal in the future would be reminded of
the historic change that occurred in 2020.

Proposal 02 - Imprint Enclosed in Glass
The country has changed, the times have changed, and the
government needs to evaluate how it portrays its history. To clearly express the
peoples’ voice, the words “and Providence Plantations” should be removed from
Rhode Island’s official name, but the imprint could be kept as a reminder of
the history of the name change.



The seal in its current location, is blocked by balusters and
inaccessible. If the seal is lowered and covered by glass, people could be free
to walk over it and study it closely.

Proposal 03 - Sink Exhibition
The State House is meant to be a welcoming place for the
people and the prominent location of the seal with the original state name, causes
discomfort for many. It is critical to move the seal to an educational space
that encompasses and explains how the name change came to and the reason for
its amendment.



In this proposal the original seal will be carefully removed
and preserved, and in its place a new seal, etched in glass, will serve as an
oculus for a newly created &#38;nbsp;interpretive
museum under the rotunda.

To disrupt this, and to allow citizens better access to decision-making processes, the main idea of my proposed design intervention is to give the building an alternative pathway. Compared with the old linear circulation and the siloed offices, the State House of the 21st century incorporates a dynamic and multi-directional circulation system, and working and socializing spaces that enhance communication within. Visitors and residents are invited to wander through the whole building to witness policy-making and get involved in the legislative process. The collaborative and innovative working environment encourages staff, lobbyists, and politicians to stay current and consider public opinion during policy-making. The alternative pathway includes four elements  linked by a wayfinding system: the Ground Level Entrance; the Central Staircase; Alternative Working Spaces; and the Rooftop Addition.
